Energy Efficiency Council welcomes NSW Home Energy Saver program, urges rapid rollout to cut bills and emissions

The Energy Efficiency Council (EEC) has welcomed today’s launch of the NSW Home Energy Saver program, calling it a major step forward in helping households cut energy bills, improve comfort and accelerate the state’s transition to efficient, electric homes.

The program provides discounts of up to $4,000 and zero‑interest loans of up to $15,000 for priority upgrades including insulation and draught‑proofing, efficient electric appliances, rooftop solar, home batteries, and EV chargers.

EEC CEO Luke Menzel said the announcement demonstrates that the NSW Government is serious about helping households access the technologies that deliver the biggest bill savings.

“This is exactly the kind of practical, targeted support households need. Insulation, efficient electric appliances, solar and batteries are a surefire way to slash bills and improve comfort, but upfront costs can be a barrier. The Home Energy Saver program tackles that head‑on,” Mr Menzel said.

The Council highlighted three strengths of the program:

  • Focus on high‑impact upgrades such as insulation, heat pumps and efficient electric heating and cooling — the backbone of a low‑cost, low‑emissions home.
  • Support for both homeowners and renters through a mix of financial support, with discounts available to households earning up to $80,000 and loans available up to $210,000 combined income.
  • Using a proven delivery model, with government partnering with a third party to help consumers access available incentives and high-quality installers and products.

“NSW is building a coherent suite of policies that help households electrify and save – at a time when cost-of-living concerns are front and centre. The Home Energy Saver program is a welcome addition and we’re excited to see the impacts this program will have for households,” Mr Menzel said.
